DETROIT — Mary Sheffield, Detroit’s City Council president, has advanced to the November election that will decide who will succeed popular three-term Mayor Mike Duggan, who is not seeking reelection. A field of eight other candidates are still vying to become the second person advancing from Tuesday’s primary to the general election.
