Kap. Oscar "Dodong" Bucol, Jr. was the barangay captain of Tres de Mayo in Digos City, Davao del Sur. He was a vocal critic of local officials and was known for his outspoken commentaries on social media, particularly on Facebook, where he had over 400,000 followers.
